On receipt of your despatch No. 44 of the
15th January (F 7947/60/10) I immediately addressed
a note to the United States Government in the sense
therein instructed, and I have the honour now to enclose
a copy of the reply which I have received.

You will observe that the United States
Government again express the hope that His Majesty's
Government in the United Kingdom will see their way to
adopt a list of arms, ammunition and implements of war,
in connexion with exports to China, similar to that
adopted by themselves, on the ground that His Majesty's
Government have made use of a list of this kind in the
case of their embargo on exports to Italy. I have the
honour to request that I may be informed in due course
of the reply which you would wish me to return to this
proposal. Further copies of the laws and regulations
governing the export of arms etc. were enclosed in
Chancery letter to American Department of the 22nd
November last.
